Explain Purell & Viruses Please?

I'm a little lost about Purell hand sanitizer. It says that it "kills 99.99% of germs that make you sick" but then when I read the section about whether or not it kills viruses, it says this:

"We appreciate your concern. The FDA does not allow anti-viral claims on these types of products therefore, we cannot make any claims as to PURELL's effectiveness against viruses, such as colds, flu, SARS, HIV or Hepatitis."

So if they can't make any claims to it killing any of those things, then what DOES it kill? That's like everything I would use a hand sanitizer to kill anyway lol. And yes, I do understand that you can't really "kill" a virus because it's not alive in the first place. A virus can, however, be disabled or destroyed.
