How to get rid of these Fabric Bumps?

i have new jacket i love, but since its made out of cotton it has these little tiny bumps that make me wanna scream ! D: i heard i can use lint shavers or clothes shavers, but do these work? will they keep my jacket in tact? will these ruin my jacket ?
